TOWING GENERAL INFORMATION
Our Mission
The mission of the Georgia Public Service Commission is to exercise its authority and influence to ensure that consumers receive safe, reliable and reasonably priced telecommunications, transportation, electric and natural gas services from financially viable and technically competent companies.
Effective July 1, 2005, The Georgia Public Service Commission (Commission) assumed responsibility for certification and enforcement of regulations for non-consensual towing.
Under current Georgia law, all authorized wrecker services are required to have insurance on file with the Commission. Authorized tow/wrecker services operate under a maximum tariff and rates are negotiable.
COMMISSION AUTHORITY
Senate Bill 121 was passed by the Georgia General Assembly during the 2003 session and subsequently signed by the Governor with an effective date of October 1, 2003. This bill amended Chapter 1 of Title 44 and requires wrecker services engaged in non-consensual towing from private property and having a secure impound facility to obtain a permit from either the Georgia Public Service Commission and eligible local municipality in which the tow service will operate.

COMMISSION SESSIONS
Administrative sessions of the Georgia Public Service Commission are held the first and third Tuesday of each month in hearing room number 110 at 244 Washington St. in Atlanta. Beginning November 16, 2006 Transportation items will be heard starting @9AM.
Proceedings are open to the public.
REQUIREMENTS FOR OBTAINING A NON-CONSENSUAL TOWING PERMIT
Georgia Law mandates that all towing companies and wrecker services engaged in the removal of vehicles from private property without the owner or operator's consent hold a State issued Non-consensual Towing Permit. Georgia code grants the following two exceptions not to hold a Non-Consensual Towing Permit:
1. The wrecker company only performs towing with the vehicle owner or operator's consent.
2. Companies that perform tows that are an extension of lawful law enforcement activity and who do not otherwise perform nonconsensual tows from private property would not be required to get a Commission permit.

TRAINING & WORKSHOPS
Beginning in 2007 the Georgia Public Service Commission plans to hold Semi-Annual workshops on towing. The workshops will be designed to:
1. Provide continuing education to the industry on Rules, Code and Policy changes that effect the way they operate.
2. Present an opportunity to have an open forum with the industry members to dialogue on areas for improvement and develop solutions.
